The Company ALHEDAB Cement Company is to aim establishing and operating a new cement plant for producing all types of PORTLAND™ cement, complementary and subsequent industries. Commercial register no. 909 has been issued on 16/MAY/2012.
On 24/OCT/2019, an agreement was made with the NALUT Municipality for utilizing the following quarries for thirty years from the beginning of actual production in return for paying 3% of net profit/to final product (cement/clinker) at plant site; means max. of 0.05 €/to of raw materials.

Clay quarry at Wazin City, Gypsum quarry at Umm Al-Far

Limestone quarry Nalut in front of the plant site.

Sand quarry Nalut beside to the Limestone quarry in valley.

An initial approval from the Government of National Accord Ministry of Local Government Municipality of Nalut on 24/Mar/2019 for establishing an ordinary Portland cement plant by an annual capacity of 2.5 million tons.
Therefore, the given license has to be adapted by ALHEDAB of the plant to the planned capacity of 12,000 tons per day. The oral agreement has already declared by the Government for increasing the licence capacity. Further negotiations will follow in the next couple of months between the shareholders of ALHEDAB and the Municipality of Nalut.
It can be pre-assumed that there will be released two separate licences by the Government, to ensure the ALHEDAB investment for a daily capacity of 12,000 TPD PORTLAND™ cement production. It is to believe that the shareholders of ALHEDAB Cement Co. will reach such agreement up to finalization of the complete plant, latest at the end of 2019 without any delay in order to start construction in January 2020 under full and complete approvals.
further main target is reaching an agreement with foreign purchasers, so called OFF TAKE agreement that allows ALHEDAB Cement to export Ordinary Portland Cement™ (OPC) to adjoining countries like Iraq, Syria, Sudan or Saudi Arabia, because all those countries have the same strong need in cement like Libya does it has.
The finished plant shall be situated in the Municipality of Nalut, 65 KM road distance eastwards to the Tunisian border. The layout shall be erected in an area where in a circle of estimated 300 KM no other Cement plant exists.
Except for the Clay as the main process additive material, are all necessary process additives in a circle of 6 KM only, available. Even utility water for cooling the burning process in cement manufacturing is being supplied in parallel and closed to plant site as well. Having a cheap possibility to gain utility water for a cement plant is not normal in the desert regions and means a strong advantage for this project too.
The road network grants a well-connected moving and transportation in all directions to Mediterranean shore generally. The way to the next usable Libya port ZUWARA to ship the cement as well as to unload spares and low-weight equipment is about 220 KM away from plant site. However, the new Cement plant will obtain not only to be the largest cement plant in Northern Africa region, but also to claim to be the most modern cement plant there, at all.
The main advantage of this project is certainly the availability of extremely cheap fuels of HFO and Natural Gas. At the same time, the project design of this plant is provided with the best available plant technology with state-of-the-art equipment.
